SUMMARY:Panels in evaluation - assessing panels: an exchange of experience
DESCRIPTION:Panel evaluations are a central instrument of science-led selection and assessment procedures\, both in research funding and in research policy decision-making. But how do these panels actually work? Which procedures have proved successful\, where are the challenges? And how can findings from the evaluation of panels be utilised for future processes? \nAt this discussion event\, we would like to share concrete experiences with the design\, implementation and evaluation of panel procedures\, address open questions and jointly consider what lessons can be learnt for both commissioners and evaluators. The aim is a practical exchange on instruments\, expectations and the quality of evaluation panels in the context of research and technology policy procedures. \nThe event is aimed at people from research funding agencies\, evaluation institutions\, ministries\, research councils and anyone interested in the further development of evaluation and selection procedures. SUMMARY:Societal Impact of SSH and Arts Conference 16-18 Oct in Cape Town
DESCRIPTION:In 2017 AESIS organised the very first international conference on Societal Impact of Social Science\, Humanities and Arts (SSHA) in Cardiff\, bringing together stakeholders such as research managers\, administrators\, evaluators\, policy makers\, funders\, entrepreneurs\, publishers\, NGO’s\, media and many more. This became the start of a series of annual conferences where attendees exchanged experiences and good practices in order to catalyse developments in strategies\, policies\, methods\, tools and approaches that are being used to make sure that SSHA\, in collaboration with societal stakeholders and other disciplines\, can have the most positive and inclusive impact on wellbeing\, culture\, economy\, environment\, health\, education\, and all kinds of challenges that are being faced in the world. Fast forward 7 years later\, having journeyed through Copenhagen\, Washington\, Toronto\, Brussels\, Stockholm\, and Cardiff\, we are thrilled to announce its premier in the global south in Cape Town\, South Africa! \nIn the past years\, the call to transform interdisciplinary research evidence into accessible\, understandable\, trusted and useable knowledge for societal stakeholders has grown in importance amidst persisting global challenges such as the pandemic\, climate change\, poverty\, other inequities and more. The Social Sciences\, Humanities & Arts (SSHA) disciplines are able to offer much value in addressing these challenges yet are often undervalued; therefore it is necessary to enhance supporting structures\, policies and strategies\, develop a more robust framework for assessing impact\, foster coalitions with parties from business\, government\, and not-for-profits\, and engage with the broader public in order to generate a profound impact of SSHA on society.

DESCRIPTION:GRANteD has investigated the existence and emergence of gender bias in the decision-making processes of research funding and scientific careers over the past few years. In doing so\, the project consortium has learned a great deal about the various evaluation and decision-making processes in research funding and the impact of grants on scientific career trajectories\, information that is highly applicable to other contexts of the research system like research assessment processes or inclusive research cultures. GRANteD explored these topics through a variety of case studies\, looked at this from the perspective of different methods and data\, and were able to generate diverse and intriguing results. SUMMARY:Digitalisation of Evaluations and Evaluation of Digitalisation
DESCRIPTION:A workshop co-organised by the COST-Action PROFEEDBACK and the European Evaluation Society’s Thematic Working Groups 7 on EU policies and 6 on Evaluation Methods and Designs. \nDigitalisation is part of our everyday life. With the COVID-19 pandemic\, the use of digital technologies has become even more profound. This also applies to the evaluation community. Increasingly\, we come across terms such as Artificial Intelligence\, Machine Learning\, Web Scraping\, Big Data. Digitalisation affects many areas of evaluation – from the availability of data sets to the speed of processing them to the speed of implementing recommendations. Nevertheless\, the understanding of the meaning and use of these terms varies in the evaluation community. \nIn order to contribute to clarifying and further developing the current debate about digitalisation in evaluation\, the European Evaluation Society´s Thematic Working Group 6 on methods and designs and 7 on EU Policies\, together with the Working group 2 on quantitative methods of the COST-Action project PROFEEDBACK will discuss the digitalisation in evaluations and evaluations of digitalisation. \nThis session welcomes contributions which aim to shed light on the different evaluation themes\, and the relationships these have to digitalisation of evaluation\, evaluating digitalisation\, and EU policies. \nWe are looking for experts who conduct innovative research on the above methods in order to advance/develop them. We welcome both empirical and conceptual papers and practice-oriented contributions as well. \nThis workshop will be held under the auspices of the Cost-Action project PROFEEDBACK coorganised with the European Evaluation Society’s Thematic Working Groups 7 on EU policies and 6\non Evaluation Methods and Designs. \nIf you are interested in presenting a paper during this workshop\, please submit your abstract of no more than 400 words in the following structure: background including a problem definition to be solved\, data and methods\, conclusions\, lessons learned (per e-mail to the organisers: oto.potluka@unibas.ch\,  jaroslav.dvorak@ku.lt\, alexander.kocks@deval.org\, or rajaksa@hetfa.hu) by 23 December 2022. \nPlease note that while we will assess all the proposals submitted to this special session\, only a limited number of submissions will be selected\, bearing in mind their fit with the topics outlined above\, complementarities between them\, and the overall coherence of the session. The workshop is expected to lead to a joint publication endeavor to be discussed and specified after the workshop (e.g. a special issue). SUMMARY:Presentation of the Vienna Research Groups' evaluation
DESCRIPTION:Experiences from the self-evaluation exercise presented to the fteval community.\n\nThe goal of the Vienna Research Groups for Young Investigators (VRG) is to bring young excellent researchers from abroad to Vienna to start their first “genuine” group here. The VRG leaders receive substantial funding from WWTF (up to 1.6 mio € per group) for 6-8 years as well as a clear-cut career plan with a long-term perspective from the Vienna host institutions. The application is in tandem\, i.e. the VRG leader applies together with the Vienna research institution. The topics of the progamme change every year. \nThe Vienna Research Groups for Young Investigators were evaluated in 2021 with the help of a international review panels. The evaluation studies can be retrieved from the WWTF Website and in the fteval Repositorium. \nResults and lessons learned from this self-evaluation exercise were presented to the fteval members in a dedicated event. It took place on August 31 at 10 pm in the premises of the WWTF.

DESCRIPTION:FFG and fteval Platform invite to an on-line Workshop to reflect aspects of evaluating FFG’s “Impact Innovation” programme.\n\nSince 2017\, the FFG has been funding projects for the development of innovative solutions within the framework of Impact Innovation. Based on an unsolved but defined problem\, solution ideas are to be developed together with users\, customers or other relevant stakeholders. \nImpact innovation is intended to support innovations that do not necessarily arise from R&D projects. Among other things\, social innovation\, business model innovation\, process innovations (etc.) are to be promoted through processes such as open innovation\, design thinking (etc.)\, which have so far been little addressed by classic funding instruments. In addition\, the aim was also to address new applicants\, e.g. from the NPO sector. \nDue to the differences to classic instruments of research funding in the FFG\, it can be assumed that the impact and the form of a possible evaluation of this impact also differs from other instruments. \nWe would therefore like to invite you to this workshop in order to work out important factors in the evaluation of such a programme together with the fteval platform’s stakeholders. \nTuesday\, February 1\, 2022\, 9-12 am\, online. \nThis workshop was held in German.\nThe recording of the workshop can be requested from our colleagues at the FFG.

SUMMARY:Event on Econometrics in Evaluations
DESCRIPTION:What can econometric methods do – what can they not?\n\nInnovation activities\, especially research and development\, are publicly funded in many ways (tax incentives or directly through R&D grants\, guarantees and liabilities). Knowledge of the impact of funding is essential for funding institutions and policy makers. In recent years\, the availability of innovation data has increased. At the same time\, the spectrum of statistical and econometric methods has expanded\, especially methods that measure the causal effect of funding. \nThe aim of the discussion event is therefore to provide an overview of econometric methods for the causal estimation of funding effects in the field of research\, technology and innovation policy evaluations. International experts explain different methods using concrete examples and discuss assumptions\, resilience as well as advantages and disadvantages in practical use\, from the perspective of evaluators and from the perspective of users of evaluation results. The aim is to present a variety of methods from relatively recent econometric developments\, such as randomised controlled trials (RCT)\, propensity score matching\, difference-in-differences approach\, synthetic control function. \nOn the one hand\, the evaluation community can take away from this a better understanding of the significance of different methods\, as well as learn about the limits of resilience but also the advantages compared to methods that are not able to identify causal effects. This is particularly relevant for RTI policy-makers in order to be able to assess the robustness of evaluation results. On the other hand\, the prerequisites for the use of such methods will be presented\, e.g. with regard to funding design approaches (how must funding be designed in order to be causally evaluable)\, data access and the linkability of data. \nThe event was organised by fteval in cooperation with WIFO – Austrian Institute for Economic Research and KMU Forschung Austria – Austrian Institute for SME Research.
