SUMMARY:2nd GRANteD Stakeholder Conference
DESCRIPTION:GRANteD has investigated the existence and emergence of gender bias in the decision-making processes of research funding and scientific careers over the past few years. In doing so\, the project consortium has learned a great deal about the various evaluation and decision-making processes in research funding and the impact of grants on scientific career trajectories\, information that is highly applicable to other contexts of the research system like research assessment processes or inclusive research cultures. GRANteD explored these topics through a variety of case studies\, looked at this from the perspective of different methods and data\, and were able to generate diverse and intriguing results. Now is the time to present these results publicly and discuss their significance for various stakeholders in the research system. \nInformation about participation\nThe GRANTeD team is delighted to welcome you to join our discussion of research results in Vienna. If you cannot travel to Vienna\, you will have the opportunity to follow the event via live stream. DESCRIPTION:In this joint event by Thomas König (IHS)\, Jürgen Janger (WIFO) and Gerald Schweiger (Graz University of Technology)\, an exchange on research funding was organised: \n\nVENUE: IHS\, Josefstädter Str. 39\, 1080 Vienna (Salon)\nTIME: 18.9.\, 13-17\n\nCompetition has become much more important in research funding in recent decades – this is true not only in quantitative terms (in many countries\, for example\, funds for project-based research funding have increased both proportionally and in absolute terms)\, but also in terms of control and selection (e.g. the acquisition of third-party funding is often an (implicit) prerequisite for a scientific career\, the number of competitively acquired grants is taken as an indicator of the scientific success of an institution).\nBut what are the criteria by which the distribution of funding for research can be said to be efficient and fair? Under what conditions does competition in research funding make sense? What is the experience with research funding instruments? And what actually is “excellence”?\nIn this workshop\, the community addressed these questions from different perspectives. SUMMARY:Digitalisation of Evaluations and Evaluation of Digitalisation
DESCRIPTION:A workshop co-organised by the COST-Action PROFEEDBACK and the European Evaluation Society’s Thematic Working Groups 7 on EU policies and 6 on Evaluation Methods and Designs. \nDigitalisation is part of our everyday life. With the COVID-19 pandemic\, the use of digital technologies has become even more profound. This also applies to the evaluation community. Increasingly\, we come across terms such as Artificial Intelligence\, Machine Learning\, Web Scraping\, Big Data. Digitalisation affects many areas of evaluation – from the availability of data sets to the speed of processing them to the speed of implementing recommendations. Nevertheless\, the understanding of the meaning and use of these terms varies in the evaluation community. \nIn order to contribute to clarifying and further developing the current debate about digitalisation in evaluation\, the European Evaluation Society´s Thematic Working Group 6 on methods and designs and 7 on EU Policies\, together with the Working group 2 on quantitative methods of the COST-Action project PROFEEDBACK will discuss the digitalisation in evaluations and evaluations of digitalisation. \nThis session welcomes contributions which aim to shed light on the different evaluation themes\, and the relationships these have to digitalisation of evaluation\, evaluating digitalisation\, and EU policies. \nWe are looking for experts who conduct innovative research on the above methods in order to advance/develop them. We welcome both empirical and conceptual papers and practice-oriented contributions as well. \nThis workshop will be held under the auspices of the Cost-Action project PROFEEDBACK coorganised with the European Evaluation Society’s Thematic Working Groups 7 on EU policies and 6\non Evaluation Methods and Designs. \nIf you are interested in presenting a paper during this workshop\, please submit your abstract of no more than 400 words in the following structure: background including a problem definition to be solved\, data and methods\, conclusions\, lessons learned (per e-mail to the organisers: oto.potluka@unibas.ch\,  jaroslav.dvorak@ku.lt\, alexander.kocks@deval.org\, or rajaksa@hetfa.hu) by 23 December 2022. \nPlease note that while we will assess all the proposals submitted to this special session\, only a limited number of submissions will be selected\, bearing in mind their fit with the topics outlined above\, complementarities between them\, and the overall coherence of the session. SUMMARY:Presentation of the Vienna Research Groups' evaluation
DESCRIPTION:Experiences from the self-evaluation exercise presented to the fteval community.\n\nThe goal of the Vienna Research Groups for Young Investigators (VRG) is to bring young excellent researchers from abroad to Vienna to start their first “genuine” group here. The VRG leaders receive substantial funding from WWTF (up to 1.6 mio € per group) for 6-8 years as well as a clear-cut career plan with a long-term perspective from the Vienna host institutions. The application is in tandem\, i.e. the VRG leader applies together with the Vienna research institution. The topics of the progamme change every year. \nThe Vienna Research Groups for Young Investigators were evaluated in 2021 with the help of a international review panels. The evaluation studies can be retrieved from the WWTF Website and in the fteval Repositorium. \nResults and lessons learned from this self-evaluation exercise were presented to the fteval members in a dedicated event. It took place on August 31 at 10 pm in the premises of the WWTF.

DESCRIPTION:FFG and fteval Platform invite to an on-line Workshop to reflect aspects of evaluating FFG’s “Impact Innovation” programme.\n\nSince 2017\, the FFG has been funding projects for the development of innovative solutions within the framework of Impact Innovation. Based on an unsolved but defined problem\, solution ideas are to be developed together with users\, customers or other relevant stakeholders. \nImpact innovation is intended to support innovations that do not necessarily arise from R&D projects. Among other things\, social innovation\, business model innovation\, process innovations (etc.) are to be promoted through processes such as open innovation\, design thinking (etc.)\, which have so far been little addressed by classic funding instruments. DESCRIPTION:What can econometric methods do – what can they not?\n\nInnovation activities\, especially research and development\, are publicly funded in many ways (tax incentives or directly through R&D grants\, guarantees and liabilities). Knowledge of the impact of funding is essential for funding institutions and policy makers. In recent years\, the availability of innovation data has increased. At the same time\, the spectrum of statistical and econometric methods has expanded\, especially methods that measure the causal effect of funding. \nThe aim of the discussion event is therefore to provide an overview of econometric methods for the causal estimation of funding effects in the field of research\, technology and innovation policy evaluations. International experts explain different methods using concrete examples and discuss assumptions\, resilience as well as advantages and disadvantages in practical use\, from the perspective of evaluators and from the perspective of users of evaluation results. The aim is to present a variety of methods from relatively recent econometric developments\, such as randomised controlled trials (RCT)\, propensity score matching\, difference-in-differences approach\, synthetic control function. \nOn the one hand\, the evaluation community can take away from this a better understanding of the significance of different methods\, as well as learn about the limits of resilience but also the advantages compared to methods that are not able to identify causal effects. This is particularly relevant for RTI policy-makers in order to be able to assess the robustness of evaluation results. On the other hand\, the prerequisites for the use of such methods will be presented\, e.g. with regard to funding design approaches (how must funding be designed in order to be causally evaluable)\, data access and the linkability of data. \nThe event was organised by fteval in cooperation with WIFO – Austrian Institute for Economic Research and KMU Forschung Austria – Austrian Institute for SME Research. At the same time\, during the last 10 years\, dozens of evaluations of parts of the RTI system in Austria have taken place. \nThe FTEVAL takes this as an opportunity to question critically what can actually be learned from the multiple evaluations for the (new) RTI strategy. To this end\, in a first step\, three impulse panels will mark the frame. These referenced key findings from the OECD System Review\, the Data-Based Implementation Monitoring by the German Council for Research and Technology Development\, and the two partial reviews on the implementation of the RTI strategy\, published in the Austrian Research and Technology Reports. \nIn a second step\, small groups discuss certain topics that are considered important for an RTI strategy or where weaknesses are perceived. DESCRIPTION:by Lambert Heller\n\nResearchers\, research results\, as well as research projects and institutions are continuously subjected to systematic evaluations. Based on peer review\, but also on data such as publication frequency and citations\, indicators derived from it such as h-index\, journal indicators and others\, committees are constantly making decisions that have a formative character for the entire research practice\, from attitudes and vocations to for third-party funding. \nThe use and development of these rating systems has never been more challenging than it is today. On the one hand\, because the immediate output of research is becoming ever more diverse – in addition to specialist articles\, there is now also code\, data and more. In addition\, the mission orientation of research funding pursued by the EU in Horizon Europe is clear that functions of knowledge transfer must also be assessed. At the same time there is a growing variety of sponsors and funding types – as a keyword here is only reminiscent of new major private foundations in the US such as Bill and Melinda Gates and Chan Zuckerberg. \nResponsible\, transparent research assessment today would actually extend the concept of FAIR Data to derived Sentientometric Data (FAIR Metrics). Austria is among the European leaders in terms of the number of evaluations in the area of RTI. External studies underline the high professionalism of Austrian FTI evaluations. Evaluation designs and applied method sets are essentially considered appropriate\, and recommendations for further development are considered relevant. \nHowever\, in recent years there has also been some criticism of the Austrian evaluation market\, which\, according to evaluators of evaluations\, focuses on (i) a few evaluation providers\, is described as (ii) not sufficiently international and (iii) not very innovative. These perceptions were based primarily on anecdotal evidence. We live in a complex\, rapidly changing world. As a result\, there is an increasing need for structured anticipation of possible future paths that may challenge our current practices and institutions. This phenomenon can be observed especially in the field of research and innovation policy. It is increasingly challenged to initiate future developments of benefit to society\, embracing innovations that include technological developments as well as organizational and institutional components. \nOne consequence of this is the shift towards a new generation of research and innovation policies that place greater emphasis on the social benefits of research and the focus of innovation activities on longer-term goals (“mission orientation”). In order to achieve this reorientation\, there are anticipatory intelligence processes that have been particularly promoted by UNESCO in recent years. Pioneer of the mindset and Head of Futures Literacy of UNESCO is Riel Miller\, who has for many years been supporting institutions and various government departments in the reorientation of their future strategies. \nThe workshop in Vienna aims to highlight the possibilities of using futures literacy methods to question established assumptions of current research and innovation policy\, to overcome blockades and to create new paths. An evolutionary and historically oriented approach to the study of the development of such policies that may have wide applicability is presented and applied to Norwegian evidence. The specific character of innovation in resource-based activities\, which differs in many respects from the more commonly studied case of innovation in “high-tech” industries elsewhere\, is highlighted and the implications for the development of the Norwegian innovation system and the innovation policy stance discussed. Elsewhere abundance of natural resources have often been interpreted as a curse but in the Norwegian case the effects appear to have been largely beneficial. However\, climate change and the need to replace fossil fuels with renewable energy sources\, present the Norwegian economy and its policy makers with new challenges. \nThe keynote and the discussion will take place in English. \n  \nProfessor Jan Fagerberg is affiliated with the Centre for Technology\, Innovation and Culture (TIK) at the University of Oslo. Previous affiliations include the Norwegian Ministry of Finance and the Norwegian Institute for Foreign Affairs (NUPI) and Aalborg University. Fagerberg studied history\, political science and economics before he graduated from the University of Bergen in 1980 with a degree in economics. He holds a D. Phil. from the University of Sussex (1989)\, where he was at the Science Policy Research Unit (SPRU). In his research Fagerberg has among other things focused on the relationship between technology (innovation and diffusion) on the one hand and competitiveness\, economic growth and development on the other. He has also worked on innovation theory\, innovation systems and innovation policy. \n  \nGernot Hutschenreiter is Head of the Department ‘Country Innovation Policy Reviews’\, Directorate for Science Technology and Innovation\, OECD. From 1998 to 2002 he served as Deputy Director of WIFO. He has managed and contributed to a series of innovation policy reviews of OECD and Non-OECD countries\, including the review of the Norwegian innovation policy in 2017. \n  \nKatharina Warta is managing director of Technopolis Austria\, and chairman of the Austrian Platform for Research and Technology Policy Evaluation. Her work covers  policy and programme evaluations as well as strategy development on the institutional and policy level. Her studies address key challenges of research policy as for instance how to address cooperation between academia and industry\, how to support radical innovations or increase gender equality. \n  \nThe event is part of a series comparing the Austrian higher education and innovation system with those of other countries. Beginning with autumn 2010\, Switzerland\, Germany\, France\, Catalonia\, Sweden\, Denmark\, Great Britain\, Singapore and the Netherlands were the subject of high-level presentations. DESCRIPTION:The Austrian Platform for Research and Technology Policy Evaluation (fteval)\, organises a full day training event about quality of evaluation tenders (‚Terms of Reference – ToR‘) in the field of Research\, Technology and Innovation Policy. (Training will be conducted in German)\n\nZielgruppe\nDas Training richtet sich an Personen\, die mit der Beauftragung von Evaluierungen im Bereich von Forschungs- Technologie- und Innovationspolitiken betraut sind. Insbesondere angesprochen sind \n\nLeiter/innen und Mitarbeiter/innen von Evaluierungsabteilungen in Agenturen\, Ministerien und anderen Verwaltungsbehörden oder Organisationen der öffentlichen Hand\nProgrammverantwortliche\, die Evaluierungen in ihrem Zuständigkeitsbereich als Auftraggeber/innen betreuen oder betreuen werden\nMitarbeiter/innen der genannten Stellen\, die mit der Beauftragung von Evaluierungen betraut sind oder betraut sein werden\n\nDie Trainings werden von Mag. Katharina Warta und Dr. Klaus Schuch durchgeführt. \n  \nVoraussetzung\nVoraussetzung ist die Bereitstellung eines konkreten Fallbeispiels\, das den Blick auf eine Ausschreibung richtet\, die im Zuständigkeitsbereich des/der Teilnehmers/in liegt. Das Fallbeispiel kann sich sowohl auf umfassende Fragen als auch auf einen Teilaspekt beziehen. Wir laden Sie ein\, Ihre Kritikpunkte kurz zu skizzieren\, um das Training an konkreten praxisrelevanten Herausforderungen auszurichten. \nDas Training kann individuell belegt werden. DESCRIPTION:Based on a recent large-scale OECD study of tax-based research funding and the evaluation of the Austrian “Forschungsprämie”\, fteval organises an international event on the effects of tax-based research funding\n\nIn recent years\, tax-based research funding has become increasingly important internationally and nationally. At the same time\, the effects on R&D investment of firms and innovation output are not clarified\, as studies come to partly contrary results. Based on a recent large-scale OECD study of tax-based research funding and the evaluation of the Austrian “Forschungsprämie”\, fteval organises an international event on the effects of tax-based research funding: How do international models differ in their effects? Does tax subsidy lead to corporate spending? Does it foster incremental or radical innovation? What are the interdependencies with direct research funding? What data is necessary to enable the RTI policy to make evidence-based decisions? Im Rahmen eines fteval inside : fteval insight möchte das POLICIES-Team die entsprechenden Erfahrungen und gewonnen Einsichten anhand aktueller Projekte auf inhaltlicher\, prozessualer und methodischer Ebene vorstellen und diskutieren und dabei insbesondere der Frage „Wie können Wirkungen gemessen werden?“ nachgehen. \nfteval inside : fteval insight \nMitglieder laden Mitglieder ein\, in die eigene Arbeitswelt zu schauen. Einblicke und Einsichten können durch dieses neue Format der Vernetzung innerhalb der Plattform entstehen. Die Veranstaltungen folgen der gemeinsamen Grundstruktur „Präsentieren – Diskutieren – Plaudern“ am späteren Nachmittag.
