DESCRIPTION:FFG and fteval Platform invite to an on-line Workshop to reflect aspects of evaluating FFG’s “Impact Innovation” programme.\n\nSince 2017\, the FFG has been funding projects for the development of innovative solutions within the framework of Impact Innovation. Based on an unsolved but defined problem\, solution ideas are to be developed together with users\, customers or other relevant stakeholders. \nImpact innovation is intended to support innovations that do not necessarily arise from R&D projects. Among other things\, social innovation\, business model innovation\, process innovations (etc.) are to be promoted through processes such as open innovation\, design thinking (etc.)\, which have so far been little addressed by classic funding instruments. In addition\, the aim was also to address new applicants\, e.g. from the NPO sector. \nDue to the differences to classic instruments of research funding in the FFG\, it can be assumed that the impact and the form of a possible evaluation of this impact also differs from other instruments. \nWe would therefore like to invite you to this workshop in order to work out important factors in the evaluation of such a programme together with the fteval platform’s stakeholders. \nTuesday\, February 1\, 2022\, 9-12 am\, online. \nThis workshop was held in German.\nThe recording of the workshop can be requested from our colleagues at the FFG.

SUMMARY:Event on Econometrics in Evaluations
DESCRIPTION:What can econometric methods do – what can they not?\n\nInnovation activities\, especially research and development\, are publicly funded in many ways (tax incentives or directly through R&D grants\, guarantees and liabilities). Knowledge of the impact of funding is essential for funding institutions and policy makers. In recent years\, the availability of innovation data has increased. At the same time\, the spectrum of statistical and econometric methods has expanded\, especially methods that measure the causal effect of funding. \nThe aim of the discussion event is therefore to provide an overview of econometric methods for the causal estimation of funding effects in the field of research\, technology and innovation policy evaluations. International experts explain different methods using concrete examples and discuss assumptions\, resilience as well as advantages and disadvantages in practical use\, from the perspective of evaluators and from the perspective of users of evaluation results. The aim is to present a variety of methods from relatively recent econometric developments\, such as randomised controlled trials (RCT)\, propensity score matching\, difference-in-differences approach\, synthetic control function. \nOn the one hand\, the evaluation community can take away from this a better understanding of the significance of different methods\, as well as learn about the limits of resilience but also the advantages compared to methods that are not able to identify causal effects. This is particularly relevant for RTI policy-makers in order to be able to assess the robustness of evaluation results. On the other hand\, the prerequisites for the use of such methods will be presented\, e.g. with regard to funding design approaches (how must funding be designed in order to be causally evaluable)\, data access and the linkability of data. \nThe event was organised by fteval in cooperation with WIFO – Austrian Institute for Economic Research and KMU Forschung Austria – Austrian Institute for SME Research. A new strategy is currently in preparation.\n\nFULLY BOOKED! \nBackground:The Federal Government’s RTI strategy officially expires in 2020. A new strategy is currently in preparation. At the same time\, during the last 10 years\, dozens of evaluations of parts of the RTI system in Austria have taken place. \nThe FTEVAL takes this as an opportunity to question critically what can actually be learned from the multiple evaluations for the (new) RTI strategy. To this end\, in a first step\, three impulse panels will mark the frame. These referenced key findings from the OECD System Review\, the Data-Based Implementation Monitoring by the German Council for Research and Technology Development\, and the two partial reviews on the implementation of the RTI strategy\, published in the Austrian Research and Technology Reports. \nIn a second step\, small groups discuss certain topics that are considered important for an RTI strategy or where weaknesses are perceived. DESCRIPTION:by Lambert Heller\n\nResearchers\, research results\, as well as research projects and institutions are continuously subjected to systematic evaluations. Based on peer review\, but also on data such as publication frequency and citations\, indicators derived from it such as h-index\, journal indicators and others\, committees are constantly making decisions that have a formative character for the entire research practice\, from attitudes and vocations to for third-party funding. \nThe use and development of these rating systems has never been more challenging than it is today. On the one hand\, because the immediate output of research is becoming ever more diverse – in addition to specialist articles\, there is now also code\, data and more. In addition\, the mission orientation of research funding pursued by the EU in Horizon Europe is clear that functions of knowledge transfer must also be assessed. At the same time there is a growing variety of sponsors and funding types – as a keyword here is only reminiscent of new major private foundations in the US such as Bill and Melinda Gates and Chan Zuckerberg. \nResponsible\, transparent research assessment today would actually extend the concept of FAIR Data to derived Sentientometric Data (FAIR Metrics). However\, there is a valuation practice that has become more and more accustomed to trust in proprietary indicators and platforms over the last thirty years – eg. against the explicit advice of experts from the Sentientometric Research Community (See Leiden Manifesto and San Francisco Declaration on Research Assessment). \nCustomized evaluations and visualizations across diverse data sources\, new approaches to (partially) automated research evaluation\, etc. On the basis of machine learning\, as well as data from DLT-based transaction protocols – all this today is often based on free\, verifiable code and FAIR data\, but this results in new challenges to responsible research assessment\, in connection with the above-mentioned continuous development evaluation systems and the dominance of proprietary research indicators. \nMore about Lambert Heller: https://tib.eu/Lambo \nLambert Heller works at the TIB – Leibniz Information Center Technology and Natural Sciences and University Library. Austria is among the European leaders in terms of the number of evaluations in the area of RTI. External studies underline the high professionalism of Austrian FTI evaluations. Evaluation designs and applied method sets are essentially considered appropriate\, and recommendations for further development are considered relevant. \nHowever\, in recent years there has also been some criticism of the Austrian evaluation market\, which\, according to evaluators of evaluations\, focuses on (i) a few evaluation providers\, is described as (ii) not sufficiently international and (iii) not very innovative. These perceptions were based primarily on anecdotal evidence. The Austrian Platform for Research and Technology Policy Evaluation has therefore commissioned a study to gain empirically validated findings on the Austrian FTI evaluation market. \n  \nWe cordially invite you to the presentation of the results of the study to discuss with us the implications of the results in small groups. DESCRIPTION:Organized by AIT Austrian Institute of Technology\, Joanneum Research and the Austrian Platform for Research and Technology Policy Evaluation in cooperation with UNESCO.\n\nWhat the future holds seems to be associated with ever greater uncertainty for many people. We live in a complex\, rapidly changing world. As a result\, there is an increasing need for structured anticipation of possible future paths that may challenge our current practices and institutions. This phenomenon can be observed especially in the field of research and innovation policy. It is increasingly challenged to initiate future developments of benefit to society\, embracing innovations that include technological developments as well as organizational and institutional components. \nOne consequence of this is the shift towards a new generation of research and innovation policies that place greater emphasis on the social benefits of research and the focus of innovation activities on longer-term goals (“mission orientation”). In order to achieve this reorientation\, there are anticipatory intelligence processes that have been particularly promoted by UNESCO in recent years. Pioneer of the mindset and Head of Futures Literacy of UNESCO is Riel Miller\, who has for many years been supporting institutions and various government departments in the reorientation of their future strategies. \nThe workshop in Vienna aims to highlight the possibilities of using futures literacy methods to question established assumptions of current research and innovation policy\, to overcome blockades and to create new paths. An evolutionary and historically oriented approach to the study of the development of such policies that may have wide applicability is presented and applied to Norwegian evidence. The specific character of innovation in resource-based activities\, which differs in many respects from the more commonly studied case of innovation in “high-tech” industries elsewhere\, is highlighted and the implications for the development of the Norwegian innovation system and the innovation policy stance discussed. Elsewhere abundance of natural resources have often been interpreted as a curse but in the Norwegian case the effects appear to have been largely beneficial. However\, climate change and the need to replace fossil fuels with renewable energy sources\, present the Norwegian economy and its policy makers with new challenges. \nThe keynote and the discussion will take place in English. \n  \nProfessor Jan Fagerberg is affiliated with the Centre for Technology\, Innovation and Culture (TIK) at the University of Oslo. Previous affiliations include the Norwegian Ministry of Finance and the Norwegian Institute for Foreign Affairs (NUPI) and Aalborg University. Fagerberg studied history\, political science and economics before he graduated from the University of Bergen in 1980 with a degree in economics. He holds a D. Phil. from the University of Sussex (1989)\, where he was at the Science Policy Research Unit (SPRU). In his research Fagerberg has among other things focused on the relationship between technology (innovation and diffusion) on the one hand and competitiveness\, economic growth and development on the other. He has also worked on innovation theory\, innovation systems and innovation policy. \n  \nGernot Hutschenreiter is Head of the Department ‘Country Innovation Policy Reviews’\, Directorate for Science Technology and Innovation\, OECD. From 1998 to 2002 he served as Deputy Director of WIFO. He has managed and contributed to a series of innovation policy reviews of OECD and Non-OECD countries\, including the review of the Norwegian innovation policy in 2017. \n  \nKatharina Warta is managing director of Technopolis Austria\, and chairman of the Austrian Platform for Research and Technology Policy Evaluation. Her work covers  policy and programme evaluations as well as strategy development on the institutional and policy level. Her studies address key challenges of research policy as for instance how to address cooperation between academia and industry\, how to support radical innovations or increase gender equality. \n  \nThe event is part of a series comparing the Austrian higher education and innovation system with those of other countries. SUMMARY:Monitoring data and their use for evaluations
DESCRIPTION:This joint event of FFG\, FWF and fteval was organised to present the contents of the monitoring data bases of the big two Austrian science funds to a wider audience and to discuss the data bases of evaluations. The event was in held in German.\n\nSekundärdaten allgemein und Daten aus Monitoringdatenbanken werden für FTI-politische Evaluierungen immer wichtiger. Gleichzeitig werden Montoringdaten immer besser und inkludieren mehr und mehr Zeitreihen. \nMit dieser Veranstaltung ermöglichte die fteval gemeinsam mit der FFG und dem FWF einen umfassenden Einblick in den Aufbau\, die Struktur sowie die Zugänglichkeit der Monitoringdaten der beiden großen österreichischen F&E-Förderagenturen. DESCRIPTION:Um die Wirksamkeit und Effizienz dieses weltweit größten Forschungsprogrammes zu evaluieren\, wurde eine internationale Gruppe von Experten und Expertinnen seitens der Europäischen Kommission eingesetzt. Diese Ergebnisse wurden am 22.01.2016 präsentiert.\n\nAm 22. Jänner 2016 gingen wir unter dem Thema „Commitment and Coherence: Schlussfolgerungen der Ex-post-Evaluierung des 7. Forschungsrahmenprogramms“\, der Frage nach\, was das 7. europäischen Forschungsrahmenprogramm tatsächlich gebracht hat. Die Veranstaltung wurde von der Wirtschaftsuniversität Wien (WU-Wien)\, dem Bundesministerium für Wissenschaft\, Forschung und Wirtschaft (BMWFW)\, der Österreichischen Forschungsförderungsgesellschaft (FFG) sowie der Österreichischen Plattform für Forschungs- und Technologiepolitikevaluierung (fteval) gemeinsam organisiert. \nNach einer Präsentation von Andrea Höglinger (FFG)\, die die Position Österreichs in ERA\, FP7 und Horizon 2020 darstellte\, präsentierten Prof. Andre Martinuzzi (WU Wien) die Evaluation des 7. Forschungsrahmenprogramms sowie Robert Jan Smits (Generaldirektor der DG Forschung und Innovation) die Reaktion der Kommission auf die Ergebnisse dieser Evaluation. \nAnschließend diskutierte ein hochrangig besetztes Podium (Mag. Barbara Weitgruber\, MA (BMWFW)\, Dr. Margit Schratzenstaller-Altzinger (WIFO)\, Dr. Klaus Schuch (fteval)\, Drin. DESCRIPTION:24. August 2015 Mozarthaus Vienna\, Domgasse 5\, 1010 Wien\n\nDie korrekte Zuordnung von Wirkungen der Arbeiten einzelner Forscherinnen und Forscher (Outputs\, Outcomes\, Impacts) ist für Evaluatoreninnen und Evaluatoren gerade im Bereich der Forschungs-\, Innovations-\, und Technologiepolitik eine methodische und praktische Herausforderung. Selbst eine eindeutige Identifikation einer Urheberin und Urheber einer Arbeit\, als Basis für eine weitere Zuordnung zu einem Projekt oder einem Paper\, kann zu Problemen führen. Während es für die Identifikation von Publikationen mit dem DOI oder ISBN-Systemen breit akzeptierte Lösungen gibt\, um Veröffentlichungen zielgenau zu identifizieren\, ist dies für einzelne Personen ungleich schwerer. \nDie in diesem Bereich mittlerweile bedeutendste Initiative stellte das ORCID System dar. ORCID (Open Researcher and Contributor ID) ist ein Code\, der der eindeutigen Identifizierung von Wissenschafterinnen und Wissenschafter dienen soll. Obwohl ORCID erst seit Oktober 2012 existiert\, haben sich bereits mehr als eine Million Wissenschafterinnen und Wissenschafter registriert. Damit entwickelt sich ORCID immer mehr zum Standard von „Persistent Identifiers” in der Wissenschaft und soll helfen\, die elektronische Zuordnung von Publikationen etc. zu Autorinnen und Autoren zu ermöglichen. Damit soll ORCID dazu beitragen\, grundsätzliche Zuordnungsprobleme in der Wirkungsmessung von Investitionen in Wissenschaft und Forschung zu lösen. \nZiel der Veranstaltung „Making Researchers Indentifiable – ORCID” am 24. Juni 2015 im Audienzsaal des BMWFW am Minoritenplatz 5\, Wien\n\nDie Veranstaltung widmete sich dem Forschungssystem Singapurs\, das seit seiner Unabhängigkeit 1965 einen sehr großen Aufholprozess in Bezug auf seine Industrialisierung sowie zur Entwicklung hin zu einer wissensbasierten Gesellschaft durchgemacht hat. Singapur hat sich durch große staatliche Investitionen vom Innovation Follower zum Innovation Leader (High-tech-Industrie / exzellente Forschung) entwickelt. In der Veranstaltung wurden die Bedingungen dafür sowie die Herausforderungen vor denen Singapur steht\, genauer beleuchtet. \nDiese Veranstaltung ist Teil einer Reihe\, die das österreichische Forschungssystem mit jenen anderer Länder vergleicht. Beginnend mit Herbst 2010 waren die Schweiz\, Deutschland\, Schweden\, Frankreich\, Katalonien\, Dänemark und Großbritannien bisher Gegenstand hochrangiger Präsentationen. DESCRIPTION:10. Juni 2013\, bmwf Veranstaltungsräumlichkeiten Freyung Vortrag: Lauritz Holm-Nielsen\n\nDänemark gehört zu den europäischen Spitzenländern in Forschung und Innovation. Ähnlich wie in der Schweiz oder in den Niederlanden gelingt es dort\, herausragende Positionen zu erreichen\, wenn es um Outputs\, Impacts und Dynamiken von Forschungsfeldern geht. Zugleich hat Dänemark eine tiefgreifende Reform des öffentlichen Forschungssektors hinter sich\, die eine Stärkung der großen Universitäten zur Folge hat.
